The article talks about a remaining layer of mgmt that would manage 
the development process.  

Now,  what's to stop this layer of mgmt 
from getting outsourced themselves,  I mean if it takes such 
expertise to manage a software process,  how can we afford to have 
that inhouse?

XP could thrive in this environment.  There would be no need to 
outsource a process that was percieved as something easy done in 
spare time,  in support of "core" duties,  whatever those are.

OTOH it would be very justified to outsource a 
well-segmented specialized discipline that was seen as rocket 
science.
