Accept what you say Sue about Anderton & Standedge, even if the 
precedent
(which I am not sure BW would not like to set)*has* now been set with

My understanding was that charges were dropped at Anderton and other 
'honeypot' sites because boat movements are necessary to attract other 
day visitors. I'm not entirely sure that this has been successful in the 
case of Standedge - I was struck by how low boat numbers were on the 
Huddersfield and I suspect reports of damage discourage many from going 
through the tunnel (it is fascinating but I would not want to take my 
own boat through).

I can see that BW might reason that, where there are more than enough 
boats to attract towpath visitors, they can get some extra money in by 
congestion charging (this is not to say that I agree with this policy!).
