The original canal from Leicester was a southern extension of the Soar Navigation, a broad navigation to end at Northampton on the Nene.  Authorised by Act of Parliament in 1793 it ran out of money and eventually finished at Market Harborough.  It was meant to be broad over it's full length.
  
  Progress to the south was by a separate undertaking, the Grand Union Canal Company (GUCCo), which opened its waterway from Foxton to Norton junction in 1814.  This was a narrow waterway I suppose to tie in with main line from London to Birmingham.

When Foxton is rebuilt there will be no reason why a wide beam couldn't come
from the north wind above Watford and return.
The only reason that Watford is as is, is because they ran out of cash!
