I was up there last year and the arrangement then was thus.

All visitor moorings attract a £5 a night charge including the towpath
moorings before and after the sani station. Electricity hook up and water
are available at all mooring spots including towpath moorings. I think
electricity is free once you've paid your 5 notes but I can't confirm that
as I don't have a hook up.

There is a BW mooring attendant who has a hut on the towpath just before the
SS and was on duty 8am - 8pm when we were there in June. When we got there
at about 5pm we parked in the first spot on the towpath and I walked up to
the hut to pay but the hut was locked. I guess the attendant was up at the
marina sorting out the boats there. There was a sign on the door saying
something to the effect of  'if there is no one here then find a spot and
the attendant will find you'. So we waited but no one came down the towpath
looking for us. At about 7.30pm I saw a light on in the hut so I fumbled
around, found my money, put my shoes on and wondered back up to the hut but
by the time I had got there the attendant had locked up and gone home. Next
morning we were up and off at 7am and so we never did pay :-)

The £5 charge is only for staying over night. If you arrive in the morning
and leave before 5pm the same day you don't have to pay. The moorings are 48
hour maximum. The suitable free moorings are at the Sun Trevor Pub.
