I think that the arrangement between BW and different marinas varies.  In 
some cases BW simply takes a percentage of the Marina's *gross* turnover ( 
which will include, as well as mooring fees,  things like chandlery, diesel 
& gas sales, pump-outs, engineering services and anything else the marina 
offers).  In others, where the marina is on privately-owned land, this is 
called a "connection charge" for the marina to be connected to the canal. 
In the case of boat clubs etc on BW land, they pay BW a negotiated annual 
rent.  In neither of these cases is there a direct connection between what 
the mooring operator pays BW and the actual number or length of boats 
moored.  I've come across two places (one boat club and one 
commercially-operated marina) which are on private land *and* have their own 
water supply which feeds into the canal, so BW can't charge them anything.
