Quiet apart from that there is another inconsistancy - since when 
did "I've no money" and responsible livaboarding go together.

OK - buy a hulk/rust-bucket, ignore the rules and ignore the 
Waterways Authoraties and they probably do (until you are living in 
squallor or the boat sinks). Some questions:

Do you have a mooring?
Will they allow/tollerate livaboards?
What security of tenure do you have on that mooring?
What is the anual license fee? - I know, do you.
How much will insurance cost?
Can you afford the costs associated with blacking every X years (X = 
anything between 2 & 4 unless you have a very expensive jod done)
If you are employed and have no mooring how can you reconcile your 
job & BW's mooring rules?
How much maintenance and repair can you do yourself - in many cases 
proffesional help has a very odd sence of time and is not exactly 
cheap.
How are you going to provide your electrical needs? If you intend 
using candles they probably cause more "livaboard" fires than 
anything else. If you intend using the engine to charge your 
batteries budget 2 litres a day at over £1.00 a litre (price for next 
year!). If you intend using solar have you priced the cells. If you 
think you can simply plug into the mains - have you got a mooring?

I am not trying to put you off, but what you contemplate is not a 
cheap option in most cases. The boat will almost certainly be far 
cheaper than a house or flat, but the on-going costs need carefull 
consideration.
