Highly logical, but if the waterways had to compete for public funds
on the basis of their transport potential compared to rail and roads,
I wouldn't fancy their chances!
Most of the public money going into BW has been justified on
regeneration and tourism grounds. That makes DCLG a good home, as it
can argue its corner more strongly on this.
Of course the real worry is that the current BW leadership's mistaken
strategy of ending dependence on public funds is playing into Treasury
hands, wherever they are.
