It's standard practice in employment circles the employer to give out the 
worst-case scenario for redundancies at the point when you start consulting 
with the Unions.  Then if they are able to withdraw part of the threat at a 
later stage it sweetens the consultations.  I've been on the TU negotiator's 
seat in such circumastances many times.
