OK that explains why Front Benchers do not sign them but I am still
in the dark about this quote

What is going on here? is she saying that will will not sign any EDM
unless one member of each party (including the Lib Dems and the
different nationalists I assume) make up the first 6 that sign...
that just seems nuts! and why have such a rule?
