I don't have the Thames stoppage list to hand at the moment, but am 
pretty certain that there is no through navigation from Oxford to London 
until March.  I understand that the planned culvert replacement work in 
Milton Keynes that would have resulted in a stoppage between Jan 5th and 
Mar 16th has been deferred.  You would have to get south of Batchworth 
lock in Rickmansworth by Jan 8th.  Returning up the GU, key stoppages 
and dates are

  Batchworth lock closed until Jan 19th
  Marsworth flight closed until Jan 26th
  Stoke Bruerne flight closed until Feb 9th

There is a stoppage mentioned at Wolverton until Feb 16th, but it is not 
entirely clear whether this will prevent passage (they are grit blasting 
the underside of the rail bridge).
