When I was a serving soldier stationed at Chelsea Barracks, we had a 
detector van try and drive in through the gates, access  was obvoiusly 
stopped, by Guardsman carrying rifles  etc.

TV Dectector van drove off unable to gain access!

As far as I'm aware no agency ie Police, Goverment inspectors etc have right 
off access to a private dwelling.  But if they have a valid warrant signed 
by a judge then they can.

But like my job I visit people,  again I have no automatic powers off entry 
but sometimes saying that it could and would effect the payment of thier 
benefits does seem to open doors!  (strange that)
