Nah, he'd just like the rest of us to believe that. Anyway, even if it were true, one major problem with it is that the idea is you pay more to drive where there is congestion. Any observant driver knows how easy it is for local authorities / highways agency to create congestion. Give them a financial incentive to create congestion, or do nothing about it where it exists... -- Niall
