Not always.
There are certain parts of London where the traffic light phasing has 
been altered and there is now congestion where before the change there 
was not.
Do you really believe that this is not part of a plan to facilitate what 
is only a TAX to be welcomed in........

Its simple legislate do not TAX. California did this with cars 20 years 
ago all this government seems to do is tax if they cut the level of 
permitted emissions that would go a long way to sorting the problems.
You can deal with it whatever way suits you me I cant afford a new car 
but have gone 100% biodiesel so my car is now cleaner that these so 
called green hybrid cars.
