I dare say you're right, it didn't read that way though.  Anyway, public 
access is a bit of a dodgy one.  The public have access to the back of a 
boat.  They may not have any right to be there, but that doesn't help. 
It's the same as if the Police find you asleep drunk in your car on your 
driveway.  It may be private land, but the public still have access, and 
they would probably charge you with being drunk in charge.
