Yes indeed, but if the smoker - now well informed of the effect of his 
habit - had the basic courtesy not to inflict it upon others then yet 
another raft of legislation and expense could be avoided.

Whatever happened to the question "do you mind if I smoke ? " to which 
an acceptable response must be "Yes I do, please go outside where my 
health will not be put at risk". It all started with motorcyclists 
helmets, where it would have been perfectly sensible to warn - if you 
do not wear a helmet any claims for compensation which arise will be 
reduced by 90%. (I know it's not a valid comparison with the passive 
smoking question, but it IS legislation)
