I don't think it was "just a handle".   Smoking in the work-place is an 
issue that's been debated in Trade Union circles for many years.  I remember 
debates on it (in our case with reference to school staff-rooms) many years 
ago, when I used to be a delegate to our Union Conference, which I've not 
been for 18 years.
