I admit to knowing almost nothing about how the Royal Palaces are/have been run (except for an amusing story I was told some years ago about the cleaning of their windows). But given the information you report above, I would ask how an (externally-driven, I assume) refusal to increase the budget for the outfit can be taken to indicate the leanings or competence of its employees.
