According to 'Look East' the other night, Network Rail will be  spending 
another couple of weeks building a temporary access road to allow a  pair of 
large 
cranes to be brought down to move the trucks. They expect to use  one crane 
to move the truck towards the second one, and the second one to move  it out of 
the way. And that's before they can repair the track, etc.

  seems  to show a planned finish date of 29th October, but the 
date when boats will be  allowed through isn't shown.
