I see your problem with evaluating petition response, but it must be a 
fairly even effect across all petitions. It did strike us collecting 
sigs in Macc at the last SOW event that some people on being approached 
to sign would say "Sure, what's it about?" Basically, there's a fair 
degree of noise mixed with the signal. Must be scope for a research 
project to estimate the ground level of automatic support for any 
proposal. Like the phenomenon that all satisfaction questionnaire 
surveys, like the thing you get in your hotel bedroom, return a 
satisfaction rate of 75 to 80%. That's why you need qualitative 
research if you really want to know the state of opinion about 
anything.
