Could have been some sort of military thingy.
It certainly was not there before the canal became derelict or much 
before the second world war.
Not a lot left of it now either !
Sewage or watercress farm ?

It is certainly not old enough for some currently alive local not to 
have seen it in action.
We need a 1950's or thereabouts O.S. map on which I am sure it will get 
a mention.
