[canals-list] Report the bollards to HSE

After reading the immense amount of comments both here and elswhere 
regarding these new bollards there does seem total opposition to them. 
Already one reported accident has occured and yesterday i understand 
from what I heard that a boat was hung up in Birmingham. If you 
consider these are a danger and a hazard why not report then to the 
Health and Safety Executive, they will look into the problem and 
decide whether they are safe to use or a hazard.
