I once had a brush with a similar guy on a hotel boat at Hillmorton -
while I was working single handed, I had a locked turned in my face
after a boat came out - 

the guy said we are working boats and have a schedule to keep up !!!

Trouble with these hotel boats is that they only seem to have two full
time crew, so they can't expect their passengers to bow haul to
unpowered boat !.
