Can you please explain how you would sensibly administer such a scheme? 
There are many small boats that are dropped into and pulled out of BW 
waters at the moment and they don't pay a penny in licence or other 
fees. They also don't pay for the lock usage....yes, I've seen small 
boats using locks even though they could be ported around them and have 
no licence etc. So, just how are you going to ensure that a small, 
portable boat pays its way?
