Yes, this is annoying.  In the past, I have done occasional postings about
this, and have also rapped knuckles of individual offenders, but 
unfortunately have not done so lately.

Interleaving is good - I assume it's the quoting of parts unrelated to the
reply that's the problem.  Our FAQ at www.canals.com/netiquet.htm suggests
quoting just enough to provide context for your reply.

It *is* good for a laugh.  But our philosophy here has always been that
we're more interested in what people have to say than whether their 
spelling and grammar are poor.  We do NOT want people to be reluctant to
post because of fear that their spelling and grammar will be criticised.

These two are the result of different "character sets" between the person
making a post and a person receiving the post.  This is even more complex
with the digest, as a bunch of messages with varying character sets are
(somehow) combined into one message.  Difficult to do much about unless
everyone agrees to the same character set, and everyone then figures out
how to configure their personal email program to do it.
