I said "seems to prevent >90% of this problem".  

The "seems" might be taken to indicate that I am reporting my
impression of the situation.

">90%" could be understood as meaning that I was allowing a range for
the estimate of at least 10%.  

As to how I made my estimate, it derives from personal observation
during my visits to quite a few boats which have had stoves burning,
that a large majority of them smelled of smoke or fumes inside if the
day was windy.

However, I'm quite happy for you to continue to believe that I have
special powers.  Just don't ask me to change clothes in a phone box.
