I would suggest several initial applications, hard brushing & washing 
off using any car engine cleaner (but not Gunk - it stinks). then a 
really good scrub with brush cleaner & wash off & I usually give the 
surface a good hard rub with something like Hammerite thinners/brush 
cleaner & allow it to evaporate just before painting.
