Yes.

After BW decided to pilot bidding for moorings, it advertised for
contractors to build the tenders part of the BW web site.  In
response, my business put in a proposal to build an external moorings
auction (or tender) site at our risk and expense, on which BW could
post its vacancies on a flat-fee-per-mooring-advertised basis.

I thought, and still think, this would have saved BW quite a bit of
money over building and running its own auction pages, while at the
same time allowing me to put my money where my mouth was.  However, BW
insisted that it be done in-house, so our proposal was rejected.

Around that time, I announced this several times at BW national user
meetings, and IIRC also on this ng and/or URW (but I no longer have
copies of those postings).
