Good question.  Under my proposal, your extensive navigating would not
result in your paying any more.  

However, since I suspect that there are very few people in your
category, that doesn't bother me much, although I guess I could design
some way to ding you if you really want me to.

I sympathise.  Surely if an owner gets his renewal application into BW
before the stated processing deadline, BW should be obliged to get his
new disks (squares?) to the owner before the licence expires.  Of
course, if it doesn't, non-display charges would have to be cancelled
for that owner.

Yeah, Deb, but the usual way to balance supply and demand is via
pricing.  

If the overstayers know they will (almost) *always* be caught and have
to pay £25/day, that becomes the price of overstaying and thus will
make it very unattractive (i.e. more expensive than renting a
long-term mooring) so few will do it.  In other words, the demand for
overstaying will drop significantly.  Wouldn't that actually make your
job easier?
