The recent IWAC report seriously considered the prospect of putting identifying transmitters into our licence plates, and of putting up cameras at junctions to film us. When I remonstrated against the whole idea of this I was assured that they were only 'looking at the possibilities' and that they'd 'ruled them out, anyway' so why, I was asked, was I taking it so seriously?
