Unless the regulations changed the draft, it had this addendum:

"EXPLANATORY NOTE 
"!(This note is not part of the Regulations) 

"These Regulations disapply the offence of exceeding the prescribed limit
for alcohol in the blood in the case of a non-professional sailor whose ship
is both shorter than 7 metres and no faster than 7 knots."
