There was a free WIFI in Gloucester Docks announced in the last months of
08. Though I assumed this was our friendly BW the following (sorry untidy)
snip explains otherwise

Gloucester Docks is a
vibrant retail leisure and residential
area that includes a 50-berth
marina popular with river cruisers
and narrowboats alike. This is a
key location for British Waterways,
the largely self-sufficient waterway
network regarded as one of the
UK’s most important and valued
national assets, and so also a
significant contract for

Needless to say the WIFI worked (slowly) in November but was not
