Having not boated since Christmas, I'm not sure how the lights are working at the moment, but what you say wouldn't surprise me. I believe that BW might have formulated their policy on the lights by now, or at least soon, so perhaps some consistency (other than consistently inconsistent) may emerge. Or not.
