On the canals, possibly not, on Inland Waterways, probably yes! The Broads certainly do have a significant problem (according to past reports on Anglia telly), and I've heard of problems on some rivers and lakes. I don't think the rules are too excessive, and indeed on the canals are unlikely to be enforced unless there's an incident. Glen
