Out here on the left coast we have had the smoking ban for some 
years.  It started as sort of a local option, and I was a City 
Attorney (i.e., solicitor) so I drafted a lot of them, with all kinds 
of tortured exceptions and loopholes (I actually went into places to 
measure how far the tables for food were from the bar).  Eventually, 
after much howl a state ban was adopted.  Despite great cries of 
coming disaster, there was no lasting effect  -  people simply went 
outside to smoke, or didn't, and kept right on going in for a drink.
