The image looks like 3 portacabins not well stacked and badly painted. The sort of thing that would be rejected as unsuitable for humans by the construction people expected to occupy them while putting up some new horror.

There's a large "standard" block of apartments on the other side of the canal. Believe me, "Chips" is a thing of beauty compared to that.
