Indeed, that's why I said fitting the NRV upstream of the pump. It would 
do no good downstream as that's not where the pressure is being lost to. 
My only concern (as I think George was alluding) is whether the pressure 
switch senses outlet-to-ambient, or the differential across the pump. If 
the latter, it would just keep increasing pressure until something gave 
way.....
