Must admit it was my first thought. I see we're getting Central  
Shires back, just a couple of years since it was amalgamated into  
West Mids, and a good attitude towards boaters was lost forever.

The only way to achieve the needed culture shift is to change the top  
management. In the meantime, just going through and firing anyone  
with an MBA would help, IMEO.
