One of my points was that traders( with a trade licence on their boat) who take 
`word of mouth` as the ok to move, is, as it stands, breaking the law, if they 
have`nt got the certificate needed.

The problem is that as far as MCA are concerned any boat that has a commercial 
or trade licence comes under their rules.
