Which ones are you thinking of?

I think there are several examples on the unnavigable parts of the
Monmouth.  It's been a while since I was there, but I can remember
being surprised to see one on the main line not far down from the
present foot of navigation, and I have a feeling there was more than
one in that vicinity.  Also, aren't the Rogerstone locks on the
Crumlin branch built that way (except for the triple), i.e. with pairs
of locks separated by a very short pound extended to the side through
a culvert?
