A rearguard action seems useless - the contract for the fence has been given, and installation may start within the week. My complaint to the City Council about the way it was handled, and then to the Ombudsman, will continue.
BW will probably need listed building consent for the works to the locks (and they may not be enough to assuage criticism). Why can't boaters just have a key to the gate to lock 86? BW say they may have to work the locks until the improvements are in place. It's a pity BW did not consult more widely before coughing up for this scheme. Steve
