cyclists ride on pavements, wrong way down one way streets, at night 
with no lights, don't have bells, carry passengers without a second 
seat, ride under the influence of drink and now you want rules for 
riding on the tow path. I am afrid the land where the bird that lays 
its eggs in another's nest come to mind
