I would say the trees overhanging is a good reason to send the cyclists that
side. It might slow them down! Having said that I have seen head down cycleists
on their helmets going straight through overhanging brambles and blackthorne
bushes with no effort to slow.

I agree with what your saying Brian up to a point but if the
pedestrians all jump the same way it doesn't matter so much how far
the cyclists wish to comply.

However if we were going to consider such a rule I would argue the
opposite side from Adrian, having used the towpath both as a
pedestrian and a cyclist.

1 The non-canal side of the towpath is often overhung with trees and
bushes which impede the cyclist. It is easier for the slower moving
pedestrians to choose a suitable gap and step into it while the
cyclist passes. Also pedestrians can stand closer to walls or fences
and so make better use of the space available.

2 In my experience fishermen are inclined to occupy the whole
towpaths so I don't think it is realistic to talk about which side
they are. They are not generally moving much anyway, I would just
campaign for them to leave an adequate passage through their
impedimenta.

3 Cyclists would be well advised to give moored boats a wide berth so
as to avoid hazards of mooring rings, ropes and bollards. That should
leave a safe area for boat crews to work.

4 We none of us want to fall in, I fail to see why the pedestrians
should be the ones put at risk. If the cyclists are afraid of losing
control they can always - s l o w   d o w n........

There are no strangers on the cut, only boaters we've yet to meet.
