On my version of OE, which I don't normally use, the option is to tick
to ignore "the original text in a reply or forward".  This is nothing
to do with whether it spell-checks what you've typed in a reply.  I
normally have the automatic check-before-sending disabled, but when
enabled it does work on replies.

I normally use Google's off-line version of gmail webmail using the
Chrome browser, and that spell-checks as I type, ignoring errors in
quoted text but checking everything I type.
