Which brings us back to the difficulty of gathering together all the records 
for each person/boat from around the country.

When people like me own shares in a boat, and all the other 10 owners put fuel 
in from a wide range of suppliers, I couldn't point HMRC to any particular 
place or places for them to follow up any 'audit' check they may wish to make.

I still believe that all the checks and procedures points to 'self-policing' 
and that HMRC have little interest in waving down boats just to dip their 
tanks. And they're only interested in general compliance, not whether you used 
60% for propulsion, or 59%, or even 50%; the fact that you have declared a 
split (any split) is OK by them. The only area where you can have a problem is 
when you habitually declare zero percent and they never find your boat on your 
moorings.
