When I bought Harnser's engine it had a relay fitted like you describe. 
The engine was in an "engine room" and cruiser stern and the wiring 
loom had been extended. When I fitted the engine the loom was back to 
original length so I removed the relay. I sometimes have the same 
problem as you when starting, but never got round to re fitting the 
relay.loom
