Update. I worked with Sergio today and we found that adbd is getting into a bad state on the device. Restarting adbd gets the device back. So figuring out where adbd goes sideways is the next step. Not sure yet if system-image-cli helps in this case (according to Sergio, it's still possible to hit a problem with adbd). May try an experiment over the weekend.
