On debian
for security reason is necessary that all publication be owner to group apache
named www-data.
Then edit /etc/group and application user to apache and add your user by example:
users:x:100:zapata,www-data,osandria,oracle,care2x
www-data:x:33:oracle,care2x
.

.
.

chown -R apache.apache /var/www/html/care2x
