Hello, Yes, this is true. I have seen several open source dicom viewers and converters, but none of them is perfect on dicom specification support. It depends the source of the dicom image - different medical equipment produces dicom images with different structure that is not always supported by the software. In addition some software is older than newer versions of the dicom specification and does not support such images. As far as I know Nagoya's viewer ages several years already.
In real life you should find the dicom viewer software that supports in the best way the medical equipment of the hospital where you deploy care2x and integrate it. If you find one that suites your needs better then don't forget to tell us. Is the error fixable? Of course - this is open source software.
