I think that has something to do with really early time of this project
as everyone was a person and even employees are patients with own number
row. But that had been changed for years, and maybe that is left over
from that time.

Also here I have some add-ons in that list. To create a role and a user
could be a bit more elegant (e.g. I had no luck to get a list of all
existing roles, but I haven't tested it carefully)

Maybe here we could use your script for google-translation? But that
could have funny text elements then. Better when there are native
speaking users who could look for it. I am sure there are some..

Well, OPS 301 is just been used in Germany as far I know. Maybe other
countries just using it, but that I am not sure. 

There is neither no need to translate it nor to have it more dynamically
I think. There are other corner what might be more attractive to fix ;-)
