The Maven-Eclipse plugin has to be installed into Eclipse and cannot be triggered by the POM. When it is installed, it will generate an Eclipse Project based on the POM among the files being checked out. However, because the CAS server has nested modules, you have to select the parent project do an Import ... Maven - Existing Maven Projects to create the projects that actually do all the work.
